Why Paa Namsai Has a Community Agreement
Updated: Sep 15
At Paa Namsai, we believe that the quality of a community is not created by greenery, beautiful homes, good roads, or convenient facilities alone.
What matters even more is whether, over time, everyone in the community can help preserve the natural environment, tranquility, landscape, and the way people live together.
This is why Paa Namsai has a Community Agreement.
The Agreement is not simply a list of what members may or may not do. Its deeper purpose is to help protect each member from the effects of how others exercise their individual rights, while preserving the overall quality of the community over the long term.
In any community, a decision made on one property can affect the people around it.
Construction, land filling, drainage, planting, noise, traffic, and the use of surrounding areas can all have consequences beyond an individual plot.
The principle behind Paa Namsai is therefore simple:
What each of us agrees to take care of, and not to do in a way that adversely affects others, is also what we have the right to expect from others in return.
From this perspective, every provision in the Agreement has two sides.
On one side is the responsibility of each member to help maintain the standards of the community. On the other is the protection that every member receives from those same standards.
We may accept certain limitations on construction, but our neighbours are equally expected to build with consideration for how their actions may affect us.
We may be required to respect rules concerning trees, wastewater, noise, or the landscape, but those same rules also help protect the environment around our own homes.
We may have a responsibility to help future owners understand the principles of Paa Namsai when a property changes hands. Other members have the same responsibility when ownership of their properties is transferred.
The purpose is therefore not to make everyone the same.
It is to allow individual differences to coexist without damaging the things that everyone values together: nature, tranquility, mutual respect, and the quality of the community.
Over the long term, what the Community Agreement seeks to preserve is not merely order within the project, but the quality of life of every member.
Paa Namsai is not concerned only with creating a pleasant place to live today. It also seeks to establish a framework that can help the community remain a good place to live in the years ahead.
